Recently, a number of leading organizations which have raised questions about the Federal Mental Health Action Agenda met in Washington, DC, with Charles Currie, the administrator of SAMHSA (Substance Abuse and Mental Health Services Administration). SAMHSA is the federal agency that will implement the Action Agenda, which is based upon recommendations of the New Freedom Commission on Mental Health (NFCMH), and Mr. Currie was attempting to address opponents' concerns. For example, to allay their fears, he remarked: "You will notice that TeenScreen is not a model program nor is it or any other screening program mentioned anywhere in the Federal Mental Health Action Agenda."

However, an October 31, 2005 e-letter response by EdWatch explained: "Sadly, this assurance may be more symbolism than substance. Since this meeting, EdWatch and AHRP (The Alliance for Human Research Protection) have learned of a SAMHSA announcement that it will give $9.7 million in grants to four states---Arizona, Nevada, New Mexico and New York---to implement the TeenScreen mental health screening program. It is important to note at this point what was said about the head of SAMHSA by Allen Jones in Part 20 of this series. In its e-letter, EdWatch also warned: "The Action Agenda contains plans to fund grants that are 'designed to develop mental health promotion and early intervention services targeted to infants....' This is intervention in the lives of children even younger than the preschoolers mentioned in the New Freedom Commission report. Dr. David Willis, Medical Director of the Northwest Early Childhood Institute, a key opinion leader, stated that, 'Psychopharmacology is on the horizon as preventive therapy for children with genetic susceptibility to mental health problems.'"

In an earlier Part of this series, I mentioned that Donald Keys, who has been responsible for a number of U.N. initiatives, had remarked that this planet has to be managed. The word for this, according to former U.N. Assistant Secretary-General Robert Muller, is "Planetics." And if the planet is going to be managed by the power elite, everything has to be synchronized, including mental health. Therefore, it is important to note not only what is happening in the U.S. but also in Europe.

On October 14, 2005, the Commission of the European Communities produced a "Green Paper," titled "Improving the Mental Health of the Population: Towards a Strategy on Mental Health for the European Union." In this document, the World Health Organization's broad definition of mental health is used, and includes "a state of well-being in which the individual...is able to make a contribution to his or her community." And "mental ill health" includes "strain, impaired functioning associated with distress." With such a broad definition, it is no wonder that the document finds that "more than 27% of adult Europeans are estimated to experience at least some form of mental ill health during any one year."

The paper prepared for the European Union indicated that prevention of mental ill health would necessitate addressing individuals and families, and that schools "are crucial settings for action." "Parenting skills" would be taught, and there would also be "home visits of nurses to assist future and new parents (and) interventions of nurses at school."

Meanwhile, in the U.S., the National Institute of Child Health and Human Development has just asked Congress for $2.7 billion over the next two decades to conduct a National Children's Study that would watch 100,000 children from all over the country for 21 years. The project would look at their foods, habits, genetic differences, etc. that would put youths at risk for mental illness, among other things.

In previous Parts of this series, I have mentioned the mental problems of Attention Deficit Disorder (ADD) and Attention Deficit Hyperactivity Disorder (ADHD) in growing numbers of children. I had also mentioned a possible link between autism and thimerosal, an organic mercury-based preservative used in vaccines. On Radio Liberty (September 2, 2005), Dr. David Ayoub said that this mercury-based preservative is actually very weak in its ability to prevent bacteria from forming. He also was dismayed that in May 2004, the American Academy of Pediatrics had announced they would recommend flu vaccine containing thimerosal to children only 6-23 months of age, which he said on a per weight basis would cause children to be overdosed with mercury. Likewise, he was disheartened to learn that the American College of Obstetrics and Gynecology has started to promote this vaccine during pregnancy, which will actually concentrate the mercury in the preborn child.

Dr. Ayoub remarked that thimerosal contains an anti-fertility component, and that this all seemed to be part of a population control agenda. He noted that a report issued on March 7, 1972 by the (John D. III) Rockefeller Commission on Population (formed by President Nixon) advocated population control, stating that further growth of the American population could cause economic problems, and that "in any case, no generation needs to know the ultimate goal or the final means, only the direction to which they will be found." In other words, they will control population growth, but they're not going to tell us how !

Remember that John D. Rockefeller III's ancestor greatly helped Planned Parenthood's Margaret Sanger, and the year after the 1972 Rockefeller Commission report, the Supreme Court's Roe v. Wade decision was handed down resulting so far in about 46 million abortions. That's 46 million fewer people in the U.S., and the only way population levels have been maintained is through immigration, including millions of illegals, unfortunately.

Internationally, tetanus vaccines were given to women in the Philippines 3-5 times in a year. Now a tetanus booster in the U.S. lasts about 10 years, so why would women need it 3-5 times a year? Lab tests showed the vaccine had anti-fertility agents. Similarly, the WEEKLY TRUST (Nigeria) on March 6, 2004, published an interview with scientist Dr. Haruna Kaita regarding the oral polio vaccines given in Nigeria. In the interview, Dr. Kaita revealed that sophisticated lab tests showed the vaccines contained harmful and toxic contaminants, some with a direct effect upon human reproductive systems.

Dr. Kaita then stated: "These manufacturers or promoters of these harmful things have a secret agenda....Let anybody interested go and vet the protocol we used, all the substances we discovered we gave them photocopies, to NAFDAC, WHO, UNICEF, USAID and all the stakeholders. Unlike their own which they continue to keep secret from the public because they know it is the same with ours....It was agreed by all the people present, including the federal (Nigerian) government team for the first time, that the vaccines contained contaminants....So now they agreed that the vaccines they have been giving to our children for the past 4 years when the polio campaign started were contaminated....Are we going to allow this to be swept again under the carpet like the Kano MININGITIS Trovan test just because the children involved are from poor parents?"
