PLAN B FOR OBAMA REDUX

If Obama wins re-election and Democrats retain control of the Senate but do not gain control of the House, Obama will depend on an aggressive expansion of the federal government through the regulatory agencies and through the abusive use of executive orders. The agencies may adopt all manner of regulations having the force of law without having to obtain congressional consent. They are already possessed of combined legislative, executive, and judicial powers and operate as an oligarchy outside the constitutional branches. Consequently, circumventing Congress to achieve his true aims is a facile move for a re-elected Obama.

We can therefore expect a substantial increase in regulatory strictures that block market entry and direct market incumbents to take courses of action preferred by the Obama Administration. That will continue to create financial insecurity and impose substantial costs on politically disfavored markets and entrants. The effect will be to block GDP growth, keeping the economy from expanding as it must to reduce unemployment and the national debt. The government planning approach preferred by President Obama has the look and feel of national socialism, akin to Mussolini’s Italy. During an Obama redux, government planning will rule the day by relying on a combination of coercion and intimidation to alter the course of free enterprise.

Romney’s chance to derail the Obama campaign now depends on a dramatic move, one that starkly reveals how Obama has sacrificed the unemployed and poor to achieve his brand of national socialism and explains precisely how Romney will liberate markets to effect greater prosperity and employment. As I explained in an open letter to Romney, that depends on a demonstration project. I recommended a new enterprise zones initiative where candidate Romney would go to locations where unemployment is high, explain that he advocates legislation to cut the corporate income tax substantially for any firm that opened a plant in an enterprise zone and pledge to work with state and local leaders to cut those jurisdictions corresponding taxes. He needs to present a specific alternative and then fault Obama for doing nothing of comparable scope and merit for the past three years to support free enterprise, employ Americans, and resuscitate the American economy. Without that kind of demonstration project, there is nothing to counterweigh Obama’s vacuous promises of an ever expanding entitlement society. There are many comparable initiatives that Romney could champion that would, even at this late date, alter public perception of the benefit of voting for him. That is because support for Obama remains fickle at the margins. In short, to a very real extent, Romney has this race to lose. If he fails to present a specific free market alternative, he will.

But what if Obama returns to finish the destruction of the American economy and Constitution? We need a Plan B. Much valid criticism has attended Obama’s repeated use of executive orders to supplant the legislative process. Obama would be a dictator. To stem his destructive efforts, the House of Representatives, which will likely remain in Republican hands and continue to have many Tea Party members, needs to take more of an executive role. While the President usurps Congressional power through an expansionist use of executive orders, the House should usurp the bully pulpit and outflank Obama. The House leadership must come to the realization that far more is required than nay saying. They must unite to present a detailed counterplan on how to restore the economy and the Constitution. This will need to be much more than a manifesto, presenting instead specific deregulatory initiatives and downsizing plans like those presented in my book Restore the Republic to grow the American economy, achieve a balanced budget in a decade, and halt the unconstitutional expansion and rights violations effected by the state. Then, on a regular basis, the House leadership needs to stage public events to explain the wayward course of the President, offer a specific alternative, enlist public support and funding for a constant campaign in favor of the alternative, and introduce and pass the alternative in the House and apply pressure to do so in the Senate. In other words, the House leadership must presume itself executives and directly challenge the President, faulting him for every consequence befalling the nation from government expansion and exceeding him by presenting and campaigning for a deregulatory and market favorable downsizing of the federal government.

In short, the House majority must create and use its own bully pulpit to challenge the President and to reach out directly to the American people for endorsement of precise reforms designed to save the nation from economic ruin and restore constitutional government. Specific calls to the public for deluging Senators with demands for passage of measures need to be made, and the President needs to be subject to constant public criticism for his wayward measures.

Sooner or later, as I explain in Restore the Republic, the federal government will be downsized. Likely within the next ten years we will witness a return to a more limited government. Either it will come because the government will destroy the economy and, as a result, itself (its ability to finance promised programs and services) or it will come because the American people finally awaken to the realization that the nation cannot afford the federal government that exists. What saddens me most is the notion that many Americans no longer understand or appreciate either the extraordinary intellectual origins of, or the principles underlying, the Constitution. Jefferson long predicted that an uneducated citizenry would be most vulnerable to having its liberties taken away. For four decades the educational establishment in America has rewritten and denigrated much of the great history of this nation and has raised the flag of mandated equality far above the flag of individual liberty. My hope and belief is that as Americans recoil from the long train of broken promises and false hopes given them by the government planners and politicians, they will once again remember what made the nation great and will coalesce behind a movement to restore the republic before it is utterly destroyed.
