President Obama’s December 6 speech to the nation concerning terror offered the American people no new initiative, only a promise to stay the course, a course that is failing. The President’s inaction is aiding the enemy. His choice of a prime time address in which he did not announce any new military initiatives to combat terror and did not call on the American people to take any specific steps to increase their defenses against terror signals to America’s enemies that he lacks the resolve to win.

To diminish the extent of terror at home and abroad requires a bold and aggressive commitment from a Commander-in-Chief to fill the mantle of a President at war and annihilate every vestige of terror. Obama makes no such commitments because he refuses to assume that mantle. He refuses to do what is necessary to protect the American people. In other words, he is willing to accept the risks and consequences of terror rather than lead the nation and the world in ruthless combat against a ruthless enemy.

Here are the ten steps required to defeat our terrorist foes, which a true Commander-in-Chief would have announced long before December 6, 2015:

1. A Declaration of War from Congress naming specific terrorist organizations and their affiliates as enemies to be destroyed along with their sources of funding and all those who provide them aid and comfort;
2. An explanation to the American people and to the Congress of the barbaric nature of the enemy: of its concept of radical Islam as requiring Jihad against all, of its call for a global caliphate in which those who do not swear absolute allegiance to its leaders and their dictates (and who will not serve them as a slave population) are brutally executed, and of its commitment to destroy Christianity and Judaism, which it regards as infidel religions and which it forbids its members to join, support, or proclaim on pain of death;
3. A quadrupling of U.S. special forces with funding for far more training, enhanced international surveillance, and state of the art weapons systems;
4. A mission for U.S. military and, in particular, for U.S. special forces, to deploy around the world wherever terrorists, their funding sources, and those who provide them aid and comfort exist and to kill them in a relentless, twenty-four hour a day campaign to root out every last vestige of terror;
5. A call for the American people to avail themselves of their Second Amendment rights by acquiring, training to use, and carrying weapons and to be on the ready to employ deadly fire against any who commence an act of terror;
6. A call for the American people to be mindful of the telltale signs of terrorist planning and activity and to report those signs to local authorities, recognizing that caution to ensure protection of the innocent must trump political correctness;
7. A call on all non-active duty and retired military and police to be equipped and trained with assault rifles in coordination with local police departments and to serve as guardians wherever people gather in the states and localities where they reside;
8. Block grants to the states and localities to develop specially armed and equipped tactical anti-terror teams to provide rapid response and overwhelming force against those who commit acts of terror within the United States;
9. With a resolve to lead and fight this international war alone if need be, a call on all U.S. allies to join the United States in annihilating ISIS, wherein not only those actively engaged in terror but also those who provide funding and aid and comfort are targeted for destruction; and
10. A call for funding of military intelligence to develop a dogged and persistent international campaign of cyber attacks to disable web propaganda employed by terrorist organizations and a new social media and web based campaign to expose the evils of terror, the lethal consequences of association with terror to the individual and his or her families, and the successes of American and allied power in defeating and relentlessly tracking down and destroying all engaged in and supportive of terror.

The failure of the President to take actions such as these, indeed to do anything beyond the half-hearted commitment he has made to date, reveals that he lacks the will to win the war on terror. Because he as Commander-in-Chief lacks the will to win, he is necessarily an ally of those committing acts of terror against us, a Manchurian candidate of sorts whose weak backbone is liberally exploited by those who plot to kill us.

Every decision he makes to deny full use of American power against this enemy is a decision in aid of that enemy. The adverse consequences at home and abroad of his inaction are very nearly as powerful in support of terror as direct support of the enemy. Had he taken the steps enumerated above at the start of the rise of ISIS, we would not be a nation invaded but a nation protected. As it stands, his failure to do what is necessary to win means that we will see more acts of terror on American soil and throughout the Western world. The time between now and when Obama’s successor arrives will be a very long one indeed, likely with many American lives lost unnecessarily due largely to his refusal to defend the nation adequately, let alone triumphantly.
