DEPUTY SHERIFF'S EMPLOYEE UNION A DARK FORCE IN JOSEPHINE COUNTY

The Josephine County Sheriff's Office has been decimated by lack of
funding. Another major problem is the sheriff's deputies have a Union
called the Association. This union is separate from the other county
public employee unions. The Association is able to control our elected
sheriff to some degree in his options of protecting the citizens of
Josephine County, from crime, by charging Unfair Labor Practices, (ULP).
Often the counties' union contract is stacked in the union's favor.
The Association can threaten a lawsuit if the sheriff does anything
that is questionable regarding this contract. In a way, you can consider
we have two sheriffs. One elected and the other the union with Sheriff
Gilbertson looking after the best interests of Josephine County residents,
and the Union President, Deputy Sean Rarey looking after the union's
best interests. This is called a conflict of interests, and the efficiency
in the sheriff's department is reduced and the public suffers the effects
of there being a public employee union.
A Secret The Association Doesn't Want Out Of The Bag
A good example of this type of threat is while Sheriff Gilbertson has been putting together an investigating team to gather evidence on various crime cases, at very little cost to the taxpayers, he also has been working on using retired law enforcement personnel for important positions, at little cost. This was brought to the public's attention when it was recently mentioned at a public forum, by Dave Daniel.
Daniel
is also running for the position of sheriff. Interestingly only two
people knew about this idea. Sheriff Gilbertson and the union president
Sean Rarey. So how did candidate Daniel acquire this information? Daniel
and the union head Sean Rarey are close allies in representing union
interests. It seems reasonable to expect the union to file an Unfair
Labor Practice complaint if Sheriff Gilbertson continues doing what's
best for the residents of Josephine County. Again, public employee unions
and a well run county departments are like oil and water, they don't
mix.
Sheriff Candidate Dave Daniel Is Recognized As A Union Organizer
Patrolman Dave Daniel, presently employed by the Grants Pass Public Safety Department would like to be the sheriff. A major problem with Daniel is that he is a dedicated union man, and has been an union organizer, and will in all probability cater to the public employee sheriff's union. It appears as mention previously he is linked very closely with Sean Rarey. Rarey's photo along with an extra leg is enclosed in this article. The result of this relationship between the Union President Rarey, and Daniel as Sheriff would be even worse for law enforcement in this county than it is now. Innovative ideas to fight crime in Josephine County could become nonexistent.
Public employee unions in Josephine County have too much power and control of County governmental functions. A few years ago when Josephine County Commissioners attempted to remove a number of public mental health employees the county was sued, and the county lost at the state level costing Josephine County millions of dollars. Structural changes to county departments are difficult to do in many cases because they conflict with the public employee unions. The county commissioners are very cautious of the unions and their political power. They tip toe around them so as not to invoke their wrath. The result is that county government is very expensive, excessive, and is not receptive to improvement, because the county leaders avoid conflict.

The photo included in this article of Josephine County deputy Sean Rarey appears to be of a questionable nature. You as the voter need to decide if this is the type of person you want in the Josephine County Sheriff's Department setting an example of behavior for our children. Remember when you talk union you're taking about both Sean Rarey and Sheriff Candidate Dave Daniel.
Also don't forget Sean Rarey was on the former Sheriff Dave Daniel's, Chicken SWAT team. In this writers opinion, this article is a good example of how poorly the Sheriff's Department was managed with Sheriff Dave Daniel.

The Association Can Protect Deputies That Should Get The Axe
The sheriff often can't fire deputies that should be replaced in the public interest, but are protected by the public employee unions, and these employees can sit back and laugh at the system. Meanwhile, the public pays the bill and doesn't get the service it deserves. Let's support Gil Gilbertson and get this untenable situation under control. It's time to put the spotlight on the Sheriff's Association and the other public employee unions in Josephine County. They are political organizations as much as they are unions.
