Wolf in Sheep’s Clothing?
Before sheering this sheep, let’s examine the wool put over our
heads. Intentions are what? Nine tenths of the law? Starting with Oregon’s
Public Health Division’s intentions according to the Family &
Youth Services Bureau (FYSB), Oregon is taking “a holistic view
of teen pregnancy prevention, focusing on all aspects of youth sexual
health”. They noted Oregon’s program, My Future, My Choice
(AEGP) “emphasizes postponing sexual involvement”. On the
other hand, the FYSB spoke with Jessica Duke at the Oregon Public Health
Division, as federal bureaus like to know how their money is being spent.
“As they become adults it is developmentally appropriate for young
people to start thinking about their sexuality, but just talking about
teen pregnancy prevention is not necessarily youth’s focus. If
they are not engaging in sexual activity, they won’t relate”.
This begs the question, does the state’s public health division
feel teens need to engage in sexual activity to relate? Duke’s statement
must have satisfied the Bureau
as they link readers to Oregon’s Youth Sexual Health Plan.
What is the intent of a holistic view? Oregon hints at it with a few adjectives. It is “consensual, natural, not limited, nonjudgmental , respectful and economically self-sufficient”. The Bureau described it as “Shifting the Paradigm from Teen Pregnancy Prevention to Youth Sexual Health”, but the Plan’s goals do include reducing unintended teen pregnancy. Wiki says Holistic Health “upholds that all aspects of people's needs including psychological, physical and social should be taken into account and seen as a whole”.
Nippets from Oregon’s Youth Sexual [holistic] Health Plan: it ensures access to health care for all youth and community members, helps youth gain self-worth and see the value of community engagement. It teaches youth to think critically and assert their personal values, toward reconsidering or rejecting cultural and media messages with negative or stereotypical sexual images. Oregon takes their cue from the World Health Organization’s holistic definition with a focus on wellness. “Health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity”.
How does the Plan propose to ‘expand their approach’? A Logic Model, of course, with inputs (resources), adding or subtracting (how the program uses the resources) equals outputs (the direct product of program objectives). Though, solving this equation may take up to 10 years. Meanwhile, inputs considered include looking at state statutes related to health, education and minor’s rights, finding funding sources for sustainability, and gathering data from Oregon Healthy Teens Surveys . Objective strategies are inclusive of implementing School and Community Based Health Services, training educators, services providers and law enforcement.
It’s time to sheer the wool. They have expanded their intentions. “The direct product of program objectives” was manifested at the Adolescent Sexuality Conference (ASC) in Seaside, Oregon. Jessica Duke, the one mentioned above, gave the welcoming speech at the conference, affirming that the Oregon Youth Sexual Health Plan was their “guiding document”. Children as young as 6 years old came home with those “economically self-sufficent” Fc2 female condoms. Provisioned by the Female Health Co., a premier provider for the world market and a Seaside conference sponsor, found an easy target audience. The Motley Fool, a website for the “long-term investor” affirms that “Female Health Co. has close relationships with Planned Parenthood, and public health departments in major cities including New York, Washington, and San Francisco”. Let’s not forget Oregon, sponsor of pleasure education. The Fc2 female condom “doubles the pleasure” and gives you more “cuddle time”. I would relate their tips for insertion, but your child may already have the skill having attended a workshop.[1] How safe are they? Mayo Clinic states that male condoms[2] are the safest means to preventing HIV/STDs and other infections. The female version “may break, slip out or even get pushed into the vagina. Inserting one may cause discomfort, burning sensations, itching and/or a rash”. [Must see this shocking KOIN TV Seaside, Or. interview]
What does the wolf howl? Have sex, but don’t have a baby! Well students have many options in pleasure education without having sex with a partner. Watching porn, creating virtual partners or commanding explicit acts online casts a whole new meaning to abstinence education. Cory Silverberg demonstrably introduced Oregon’s ‘un-limited’ aspect of holistic health at the conference. His pre-conference workshop summary introduced cyberdildonics; “From Texting to Teledildonics: Is Technology Changing Sex? ”Texting in this context can only mean sexting, covered in Part 1. Wiki defines Teledildonics, “as electronic sex toys that can be controlled by a computer to enable the human user to reach orgasm.” Silverberg’s public announcement was much more sensitive. “This workshop offers an introduction to a conceptual framework for thinking about sex and technology. In our daily lives and how these intersections offer us an opportunity to re-think what we mean when we talk about sex, sexuality and sexual health.” Capturing a written image of his demonstration in this article may mean adding a ‘for adults only’ clause. England’s media host, The Guardian more likely captured it better when they created an “interactive film about the seven digital deadly sins”.
There, Silverberg said it. Holistic health instruction in 3 categories: Sex, how to have safe satisfying sex, Sexuality, how you feel about your gender identity, and Sexual health, preventing HIV/STDs that may impact the whole community – physical, psychological and social.
The Oregon Sexual Health Plan is asking you two questions.
1) What barriers are you facing in implementing the Oregon Youth Sexual Health Plan in your community? The Plan estimated that “26 percent of gay teens were kicked out of the house when they came out”. Are parents one of the barriers, discriminating, intolerant, and abusive? To breakdown this barrier, the Plan plans to “develop and involve youth leaders who reflect community diversity by identifying and engaging underrepresented groups such as incarcerated youth, teen parents, young men, people of color, lesbian, gay, bisexual transgender and questioning (LGBTQ), low income, youth with disabilities and others”, as “youth participation is essential for successful youth sexual health promotion” Whatever your child’s sexual identity is, would you like them spending their time campaigning or service learning as peer sex educator? Now there’s a green job if there ever was one, working to decrease the surplus population as Scrooge stated.
2) Have you used the Oregon Youth Sexual Health Plan in your community? Students in your district may miss attending a Seaside Conference, but there’s hope for them yet. School-Based Health Centers intend to blur the lines between holistic health and education. Youth Service’s “Partner Wheel” displays all health related services that a community will need. The School Based Health Centers are not only triage centers for every health related issue. Specialists will attend to a person’s medical, mental health or oral health, able to conduct medical tests and dispense pharmaceutical drugs. If need be they will handle the referrals to hospitals or emergency rooms. Families will be able to purchase health plans and Rural Health Clinics will ensure access for everyone. Certified centers are enjoined to provide:

Testing: urinalysis, Hgb and/or Hct, blood glucose, strep throat for all
grades
• Testing: Pregnancy, STIs and Pap smears for grades
6-12
• Comprehensive medical and psychosocial histories
and immunizations for all grades
• Pre-assessment of educational, achievement and
attendance issues (including Sexual Health ed)
• Evaluation and treatment of non-urgent, acute
and chronic issues for all grades
• Reproductive health exams (inclusive of pap,
pelvic, testicular exams) for grades 6-8
• Provision of age appropriate anticipatory guidance
for all grades
• Individual mental health assessment for all grades
The Centers must maintain an electronic data collection system that is compatible with the state collection system.

The Partner Wheel intends to add more partners, nine at the most. “Schools will be the hubs of their community. . . The concept will expand in the future . . .students [will] move in and out of the system without barriers, such as district boundaries, grade levels, or regulatory restrictions. The ideal school houses social agencies such as health, job and human service agencies, childbirth and parenting classes to pre-retirement planning.[3] An ideal Planned Ecovillage? Astoria’s High School’s School Board acknowledged a well-researched letter to urge the district to turn down the option for a School Based Health Center. The board was convinced. I hope you are too. As a student, a teacher’s aide and then as a teacher Sam Anderson have always loved the flavor of a classroom. Graduated from Southern Oregon University with a B.S. in Elementary Education, endorsed in Mathematics, subsequently teaching 6th grade and middle school math. Sam began her research on the transformation of our educational institutions in 1995, the advent of Goals 2000. It was a privilege to share her research with a national research group on education issues for 3 years and write for a newspaper.
